The Problem
Scientists identified in the 1970s that ozone-depleting substances (ODSs), including Halon, were causing significant damage to the ozone layer, which is a layer of the upper atmosphere that protects humans and other life on earth from harmful ultraviolet (UV) radiation.
The Vienna Convention and Montreal Protocol were agreed upon by the international community in the 1980s and set out a legislative framework and practical action to protect the ozone layer from ODSs.
To meet its obligations under the Montreal Protocol, the EU has adopted a series of Ozone Regulations that have eliminated most ODSs under (Regulation (EC) No 1005/2009).
Production of Halon within the EU has been banned since 1994, but there have been some exemptions for ‘critical uses’, including in the world of aviation.
As a result of the increased availability and implementation of suitable alternative products, a series of ‘cut-off dates’ and ‘end dates’ have been established to phase out the use of Halon gases within the aviation sector.
Portable Halon Fire Extinguishers to be Phased Out by the End of 2025
In 2019, regulatory bodies, including the International Civil Aviation Organization (ICAO) and the European Union Aviation Safety Agency (EASA), mandated the elimination of halon extinguishers from aircraft.
As a result of this, aircraft owners and operators who have portable halon extinguishers on board must replace them with environmentally friendly alternatives – by the end of 2025.
